Members of the Global Counterterrorism Forum (GCTF) unanimously adopted the “Zurich-London Recommendations on Preventing and Countering Violent Extremism and Terrorism Online” during the Eight GCTF Ministerial Plenary Meeting. The “Zurich-London Recommendations” constitute the final outcome document of DCAF’s support to a year-long project led by Switzerland in collaboration with the United Kingdom and the Institute for Strategic Dialogue. The non-binding “Zurich-London Recommendations” set international standards for governments with regards to preventing and countering violent extremism (P/CVE) on the internet that are firmly grounded in the respect of human rights and the principle of the rule of law, and highlight the importance of effective and accountable public-private partnerships. The good practices set out in the those recommendations pursue a comprehensive approach, addressing overarching good practices to P/CVE online, as well as good practices for content-based and communications-based responses to P/CVE on the internet.
